Check for instructions for the vinyl you are using and make sure all of your settings are spot on. If your vinyl is not releasing from the transfer tape then your transfer tape may be too sticky. Yes i would consider transfer tape that is 4 4 1 2 years old to be old. Rather than just peeling the transfer tape and decal off of the paper backing immediately try just folding back one edge of the paper backing see the image below for an example so that only a portion of the adhesive side of the decal is uncovered.
